The rocker shoes you refer to are known as the MBT
shoes. I am not convinced that it will help in a case of Arthritis in the ankle.
It is usually more useful in foot pain at the sole of the foot. However I
suggest she tries them on and see how she feels.
For cushioning insoles I suggest the Silicone-Gel-Comfort-Insole. It is ideal for shock absorption, pressure
distribution and added comfort.
